The question is large, probably too large for a short answer here, especially as they are quite different things. However, taking the question literally here are our thoughts on setting these things up.
BLOGS
1) Be clear on what you are going to blog about if you are using the tool as an external facing communications platform.
2) Be clear on the reasons for introducing blogging to your company if you are using it as a internal communications platform.
3) Decide on the platform that is right for you. If you are looking at it as an external communications tool, why not consider the "free platforms" such as blogger. If your requirements are quite precise then you may which to build your own. If you are forced to operate in a highly compliant environment, why not look at an enterprise class solution.
4) Create a structured approach to blogging. Know the reasons for blogging and that will drive the content. If the blog is for internal communications, ensure that the structures remain as open as possible.
5) Make sure, regardless of how the physical content is written, your personality and your style come through.
WIKIS
1) As before, understand what wikis can and more importantly can not do.
2) Understand that there will be a significant cultural impact when introducing a wiki into an organisation, especially if the company is predominantly "digital immigrants".
3) Again consider the platforms available to you, from enterprise solutions to free web applications. Your circumstances will dictate what is right.
4) Support the cultural change that needs to take place to ensure the wiki is used and releases the value potential it has.

David has a good point - 'freshness' is a key element to an active blog - however the 'fresh' content also needs to be relevent otherwise readers will quickly lose interest.

I would add (under blogs) to keep the content fresh. Update the blog as often as is feasible. Better still, schedule the updates so that your readers become used to weekly/bi-monthly/daily posts. That way they'll know what to expect
